About Us
Buxbaum Loggia was founded to serve the insurance and reinsurance industry in January 2000 by Paul Buxbaum and Joseph Loggia, and has been providing run-off services, performing operational, claims and underwriting audits as well as providing expert services and serving as expert witnesses in a wide array of challenging cases.

Personnel Information

Joseph Loggia
Over the past 45 years, Joseph Loggia has served in various capacities with companies and consultants before co-founding Buxbaum, Loggia and Associates, Inc. in 2000. His experience includes management of ceded and assumed reinsurance portfolios, audit assignments for major domestic and international reinsurers, and expert witness testimony.

Joe spent more than 14 years working for companies such as Liberty Mutual, Home Insurance, Northwestern National and Armco Group in a number of senior management positions. He has been an active member of underwriting, loss control and claim committees.

At Buxbaum Loggia, Joe is an audit leader for casualty and accident/health inspections and leads commutation teams for both cedent and reinsurer settlements. He also provides expert opinions and, when necessary, expert testimony regarding a wide range of insurance and reinsurance issues.

Joe is a certified arbitrator of ARIAS, and a member of several industry organizations including the American Bar Association, the California Association of Independent Insurance Adjusters, the Insurance and Reinsurance Legacy Association in the UK and the International Association of Claims Professionals. He was recently a speaker at the annual ABA Conference in Phoenix and the Casualty Actuarial Society's Casualty Loss Reserve Seminar in Philadelphia and more recently in Anaheim.

Joe has been an expert witness in civil litigation and reinsurance arbitrations since 1986, and has been deposed as a fact and expert witness on more than 75 occasions.

After graduating from the University of California, Los Angeles, he served as a captain in the U.S. Army and attended the University of LaVerne, College of Law.

Paul Buxbaum
With more than 37 years of experience in the industry, Paul Buxbaum, president of Buxbaum, Loggia and Associates, Inc., has held positions from multi-line field adjuster to assistant vice president where his duties included handling reinsurance claims and claims of direct written business of Fortune 500 insureds, before co-founding Buxbaum Loggia in 2000.

Paul's vast knowledge comes from handling reinsurance claims on Professional Liability (E&O), General Liability (Primary, Excess and Umbrella), Workers' Compensation, Auto, Property, Medical Malpractice, Asbestos, and Hazardous Waste (including Environmental Impairment Liability).

Key experience comes from working at companies such as Devonshire Group, where he served as Assistant Vice President; Trenwick America Reinsurance Company, where Paul served as Assistant Secretary; and Travelers Insurance Company, where he was Home Office Claims System Coordinator. Paul also worked for Fireman's Fund and Underwriters Adjusting Company, a subsidiary of Continental Insurance Company.

Over the years, Paul has worked in all aspects of reinsurance, such as placement, on-going programs and discontinued operations, including developing commutation strategies.

At Buxbaum Loggia, Paul is a team leader for professional liability and contract compliance inspections. His additional responsibilities include commutation support, reinsurance litigation management and client contact.

Stephen Kidder
Steve Kidder worked in Germany for 12 years after being admitted to the State Bar of California. He was in-house counsel at Audi AG, and a large loss manager for Munich Reinsurance AG at their Munich headquarters dealing with asbestos and other matters emerging from Munich Re's USA, UK and Common Law country exposures.

After returning to the USA, Steve was engaged in litigation support of insurance and reinsurance disputes, many that had their origins in the London market. He developed the international department of a major litigation law firm in Cleveland, Ohio, and thereafter started his own consulting business conducting claims audits for European reinsurers.

Steve has worked with Buxbaum, Loggia and Associates, Inc. for the past 16 years as a Senior Consultant dealing with casualty as well as accident and health assignments.

Louis Ontanon
Louis Ontanon has more than 37 years of experience in the insurance and reinsurance industry. He has held senior executive positions in the areas of underwriting and claims.

Moreover, he also has extensive experience in the management of both ceded and assumed reinsurance portfolios, as well as the administration of run-offs and receiverships.

Louis received a Bachelor of Arts degree from California State University, Northridge, and also attended Pepperdine University Graduate School of Business. Mr. Ontanon is fluent in Spanish, and conversant in Italian.

Louis began his insurance career with Safeco Insurance Company as a multi-line field adjuster. He then progressed to senior management and corporate officer positions with several companies including Transamerica Insurance Company, Mercury Casualty Insurance Company, RFC Intermediaries and California Reinsurance Management.

Louis was employed by Transit Casualty in receivership as Vice President of Reinsurance, where he assisted the Special Deputy Receiver with the collection of assets. In addition, Mr. Ontanon also served on numerous Committees of Inspections dealing with the management of liquidations both in London and Bermuda. Mr. Ontanon is also very familiar with Latin American business, having negotiated commutations and traveled extensively in the area.

In his capacity as a reinsurance consultant, Louis has acted on behalf of numerous companies worldwide, including KWEM Management Services in London, and Munich Re in Germany. Most recently as a Senior Consultant with Buxbaum Loggia, Louis functions as a team leader on contract compliance inspections, provides commutation and settlement strategy assistance, as well as arbitration management support to clients.

Andrew Sanchez
Andy Sanchez's history working for a major international reinsurer as a senior reinsurance claims specialist made him the perfect candidate to join Buxbaum Loggia's team. After 35 years, Andy has experience with reinsurance property and casualty claims, along with general liability, municipal and public entity liability. Employment liability and workers' compensation claims are also part of his CV.

Patricia Taylor
Local to Southern California, Patricia Taylor is a senior consultant who specializes in Health and Life underwriting and claims, having worked for major American insurers. Patricia has performed extensive clinical data analysis and claims reviews, engaging physicians and consultants. Patricia has worked on resolving claims, underwriting and reporting issues and led a national process improvement initiative program.
